Our Records are Hidden in China, we mean reside in China

Do we want an open govenment or this?
Imagine having this told to us one day when we ask for information from the government.
If you need any records our records are now stored in China.
We are sorry that you have to ask us to charge you the airfare and hotel in China but the only way we can get our records to you will be to charge you this fee, which we will not make one penny off of, as it is the cost of getting these records to you.
Our old records use to be with an IT company who charges about three thousand dollars for your request, but we thought it would be just as good to store these records in China and then transfer them to other countries as citizens need even more records. After all it is not the intent of the open records laws to get information to you, or so says our legal rep, but that you pay the actual cost of of what it takes to get the records.
Or in other words information can be hidden and the governmental organization feels they can make it expensive and time consuming by all types of impediments or machinations.
Wow and if their attorney tells them they are right, can you imagine the ramifications and the mindset of that government?
All information could be stopped. But we will have to see what the courts have already said and apparently if a governmental organization is so closed in providing information then what the courts will tell that governmental agency.
However the story continues.
